Texas Law Enforcement Compliance with Senate Bill 1074 (Racial Profiling)

The University of Houston-Downtown Police Department fully supports Senate Bill 1074, enacted by the 77th Texas Legislature, which prohibits racial profiling by law enforcement agencies in Texas. Our officers operate under policies that follow all applicable state and federal laws and are committed to professional, impartial, and unbiased policing. What Is Racial Profiling?

Racial profiling occurs when law enforcement actions—such as stopping, detaining, searching, or arresting someone—are based solely on race, ethnicity, or national origin rather than on specific facts or observed behavior. It does not include actions based on credible information, such as a suspect description that includes race or ethnicity as one factor among others. SB 1074 requires agencies to adopt policies, provide training, and maintain procedures to prevent racial profiling, while also allowing citizens to report concerns.

Filing a Complaint

Commendations

We also welcome feedback about positive interactions with our officers. To recognize exemplary service, send a letter or note to the Chief of Police. The officer will be notified, and a copy will be placed in their personnel file.
